I have the honour to inform you of the following
order received from the Minister of Foreign Affairs:-
"I am in receipt of a communication from the
Preparatory Committee of the Chinese Seamens Union stating
that it is proposed to establish a branch union in Hong Kong
for which Messrs. Wong Tak, Ng Kok-keung, Chou Kam-po, Yung
Wing-pun and Har Sui-wo have been appointed Preparatory Committee
members. Besides reporting to the central authorities for
purposes of record and instructing the said members to proceed
with their work, the Union has requested me to write to H.E.
the Governor of Hong Kong as to afford them assistance and
protection to facilitate their progress.
It is not known whether the Union, in proposing to
establish a branch union in Hong Kong should first apply to the
local authorities for registration and whether there is any
special legislature affecting the organisation of such societies
as the Seamens Union. You are hereby requested to investigate
into same and report accordingly so that the matter may be
properly dealt with."
I have therefore the honour to enquire if it is
necessary for the Chinese Seamen Union, in proposing to
establish a branch union in Hong Kong, to apply first for registra-
tion with the Hong Kong Government, and whether there is any
special legislature of the Hong Kong Government in regard to the
organisation of societies such as the Seamens Union.
